That's why I always say "making rules" are different from "making it viable for consumption for other people".
Anyone can make TRPGs. It's also very easy to make TRPGs. That's the whole point on top.
Making it properly playable for other people (And we're not even talking about making it interesting enough for others yet...) is VASTLY MORE DIFFICULT.
They are 2(3?) separate issues.

The point on top is mostly just an @hole's reaction to people who make rulesets, but somehow treats "the action of making rulesets" by itself, as something special and should be pampered just because they did it.

Tl:dr, If you're so offended when people call you out for making bad products, then just don't release them. Period.
If you're taking it seriously, then let your product be judged on its own, because once you release it it is "just a product".
(And yes, even if it is "free", as long as you are trying to get others' interest, then it becomes a product whether you intend it to be or not.)
